How is Oracle Database SE2 licensed?
Per occupied processor socket. One licence covers every core in that socket — there is no per-core counting. SE2 is a perpetual licence: you own it, and Oracle support is bought separately.
So a single-socket server needs one SE2 licence; a two-socket server needs two. The number of cores inside each socket does not change that count.
What is the 2-socket limit?
SE2 has a hard maximum of 2 populated sockets per server. This is not a pricing tier — it is a usage rule. A server with more than 2 populated sockets cannot run SE2 at all, no matter how many licences you buy.
If your server has 3 or 4 populated sockets, SE2 is off the table. You either move to a 1- or 2-socket server or step up to Enterprise Edition.
When does SE2 push you to Enterprise Edition?
Two things can move you from SE2 to Enterprise Edition (EE):
- Socket count. More than 2 populated sockets — SE2 cannot run.
- Thread count.SE2 has a 16-thread usage cap. A high-core CPU — such as a 32-core EPYC — can make SE2 unsuitable or non-compliant, depending on the exact processor and Oracle’s socket interpretation. Verify before assuming SE2 is valid.
Features matter too. SE2 covers most departmental databases. If you need partitioning, parallel query or RAC at scale, that is EE territory. Ask us and we will quote EE where it is genuinely required.
Per-socket or Named User Plus — which?
SE2 can also be licensed by Named User Plus (NUP) instead of by socket. NUP carries a 10-named-user-per-server minimum: below 10 users you still licence for 10. For servers with more users than that, per-socket is usually simpler and cheaper.
Watch the multi-chip-module trap
Some CPUs are multi-chip modules (MCMs) — more than one die in one physical package. Oracle can interpret an MCM as more than one socket against the 2-socket limit, which can quietly push a “2-socket” server past the SE2 ceiling.

What about support?
Oracle support — Software Update License and Support — is separate from the perpetual licence, and runs at about 22% of the licence cost per year, typically taken from the purchase date. The rules on deferring, lapsing or restarting support follow Oracle’s current support policy — we confirm the specifics for your purchase.
The bottom line: SE2 is per occupied socket, perpetual, and capped at 2 sockets per server with a 16-thread usage cap. Past those — depending on the processor — you are into Enterprise Edition.
