What is the difference?

HPE ROK and a standard volume licence are the same Windows Server. Same editions, same code, same core-licensing rules. The difference is how the licence is tied to hardware. ROK is locked to HPE; a volume or standalone licence is not.

Buy ROK when the licence will run on an HPE ProLiant server. Buy a volume or standalone Microsoft licence for any other hardware, or when you need to move the licence between machines.

What is HPE ROK?

ROK stands for Reseller Option Kit. It is HPE-branded Windows Server licensing, sold as a sealed OEM kit that is BIOS-locked to and validated against HPE ProLiant hardware. Because it is OEM licensing tied to that hardware, it is not transferable to a non-HPE server.

ROK comes in Standard and Datacenter editions, for Windows Server 2022 and 2025. It follows the same per-core rules as every other Windows Server licence: 16 cores minimum per server, 8 minimum per processor. How core licensing works here.

What is a standard volume licence?

A volume or standalone licence is bought through Microsoft volume licensing or as a packaged product. It is not tied to any one manufacturer. It runs on HPE, Dell, Lenovo, Supermicro or a white-box server.

A volume licence can be reassigned to different hardware, subject to Microsoft’s licensing terms. That flexibility is the main thing you pay extra for.

Which one should I buy?

If your server is an HPE ProLiant and you want the lowest price, buy ROK. For the same edition and core count, it is usually cheaper than the volume equivalent.

Buy a volume or standalone licence if any of these apply:

  • The server is not an HPE ProLiant.
  • You need to move the licence between servers.
  • You are licensing several servers and want them managed under one volume agreement.

Does either include CALs?

No. Both license the server operating system only. Every user or device that connects to Windows Server needs a Client Access Licence, bought separately and matched to your Windows Server version. A 2022 CAL does not cover access to a 2025 server.

Can I move an HPE ROK licence to a different server?
